This article argues that policy process in some developing countries has been profoundly influenced by political factors. Policy process is a highly contested terrain. Heads of state make a deliberate attempt to use it as a political tool for prolonging their stay in power. Where there are no democratic structures and mechanisms for checking the government, policy process runs the risk of being abused for personal aggrandizement, exploitation of the poor peasantry, suppressing the opposition parties.Downloads
