Universal Service: Providing Access to Tertiary Education through E-Learning
Abstract
This paper is on the place of e-learning in facilitating access to tertiary education and the extent to which the achievement of universal service in the communications sector will affect the actualisation of e-learning objectives for tertiary education. The paper considers the problem of lack of capacity as a barrier to entry into the tertiary education sector, e-learning as a practical solution and universal communications service as a necessary ingredient for e-learning. The paper also looks at practical challenges posed by poor telecommunication service and experiences in the National Open University of Nigeria, the only single mode Open and Distance Learning institution in Nigeria.Downloads
