Public Private Partnership, an Effective Approach to Leverage the Quality of Public Goods and Services: The Case of Albania
Abstract
This article aims to explore the concept of Public Private Partnership as an approach that provides mutual benefits to both public and private sectors. Public Private Partnerships are a growing phenomenon in Europe, applied in different sectors. In a context when the public expectations are growing for quality goods and services from the public sector where the funding, knowledge and experience are scarce, these forms of partnerships come very good at hand. As Albania has signed the pre-accession agreement with the European Union in 2014, many goods and services provided by the public sectors need to match up to the European standards and improve their quality and value for the money. Albania has great potential to develop successful forms of Public Private Partnerships and the public interest is quite high, however, it is important to learn from own successful and not successful experiences of the past, as well as from the experience of the others. Well defined roles and responsibilities, sharing of risks, mutual understanding for results, transparency and accountability are key to the successful implementation of PPPs.Downloads
