Abstract

Gender Responsive Budgeting is a tool that enables budgets to respond to the different needs of women and men providing them with the opportunity to benefit equally from public money. In recent decades countries around the world have implemented GRB at national and local levels, introducing different initiatives, using different GRB tools and different models of participatory processes. Our focus is on enabling factors that are directly relevant to making GRB at the local level happen. Based on the literature review on enabling factors the in-depth semi-structured interviews with 76 Gender Equality Officers and budget and finance specialists in ten municipalities in Albania were performed. The findings show that GRB methodology significantly varies between municipalities, and it is substantial to be supported by gender statistics, gender context-related analyses, and stakeholder consultation where the involvement of municipal councils and participatory processes are determinant enabling factors.
